The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 set out clear requirements for landlords.
EICR Before New Tenancies
You must have a valid Electrical Installation Condition Report in place before the start of any new tenancy. The report must be carried out by a qualified and competent person registered with a recognised scheme such as NAPIT.
Inspections Every 5 Years
Electrical installations in rental properties must be inspected and tested at least every 5 years. If the report specifies an earlier re-inspection date, you must follow that recommendation. Records must be kept for the duration of the tenancy.
Penalties up to £30,000
Failure to comply can result in financial penalties of up to £30,000 per breach from your local authority (rising to £40,000 from late 2025). Non-compliance also affects your ability to serve Section 21 eviction notices and can lead to enforcement action requiring works at your expense.

Use this checklist to ensure you meet all your electrical safety obligations as a landlord.
Before a New Tenancy
- Obtain a valid EICR before the tenancy begins
- Ensure all remedial works (C1 and C2 codes) are completed
- Provide a copy of the EICR to tenants before they move in
- Install interlinked smoke alarms on every floor
- Install carbon monoxide alarms where required
During the Tenancy
- Renew the EICR at least every 5 years
- Carry out any remedial work within 28 days of the report
- Provide the updated EICR to existing tenants within 28 days
- Respond promptly to any tenant-reported electrical issues
- Maintain smoke and carbon monoxide alarms in working order
Record Keeping
